News Desk: West Bengal chief minister Mamata Banerjee announced ‘Duare Duare Sarkar’ scheme on 23rd November 2020 at Khatra in Bankura district. The project covers the needs of the hour and the current requirement of people of Bengal. The project faced criticisms from arch rival Bharatiya Janata Party state chief Dilip Ghosh. The rival chief in return said “We are starting a programme named ”Aar Noy Anyay” and will go to the people’s doors over the unfair treatment they have suffered under the Trinamool Congress dispensation” He added “This will be the second phase of the programme. In the first phase the BJP workers had gone to one crore households in June-July with Prime Minister Narendra Modi’s letter to them. The central welfare funds have not reached the people. It will commence on December 5 across the state” How it will operate?
The Kolkata Municipal Corporation (KMC) will host camps in all 144 wards from December 1 till January 30. Through these camps, the civic body will take various government services to people’s doorstep. At the camp, officials will issue forms for the ‘Swastha Sathi’ scheme. Once the applicant submits the filled-up form, KMC officials will maintain its record and forward it to the state Health department for necessary action. After conducting verification, the Health department will issue the ‘Swastha Sathi’ card.
The camp will work in four phases – The first phase have been scheduled from December 1-11, second phase from December 15-24, the third from January 2-12 and fourth from January 18-30. The camps will cover every gram panchayat and municipality ward at least once in each round. They will be functional from 10 am to 4 pm.
Why it is a masterstroke?
The scheme can be considered as a masterstroke of Mamata Banerjee before the upcoming 2021 because it covers all the basic needs of the hour and requirements of people of Bengal. It covers eleven schemes. These are as follows
Swastha Sathi – The entire state will get a ‘Swastha Sathi’ card under this scheme. It is a basic health cover for secondary and tertiary care up to Rs five lakh per annum per family and it’s facilities will be available in 1500 hospitals of the nation.
Khadya Sathi – The scheme aims to ensure that almost 90 per cent of the population comes under food security.
Kanyashree – A cash transfer scheme aimed at retaining girls in schools and preventing their early marriage.
Sikshashree – The scheme involves a one-time grant given to SC and ST students from Class V-VIII to go to schools.
Rupashree – The scheme involves one-time financial grant of Rs 25,000 for economically stressed families at the time of their daughter’s marriage.
Jai Johar – The scheme is for the betterment of ST people.
Taposili Bondhu – A pension scheme for SC people.
Akhyashree – A scheme that aims to provide scholarship to students belonging to minority communities in the state.
MGNREGS: The scheme aims to guarantee the right to work.
In addition, applications related to schemes, including social pensions such as widow, old age, persons with disabilities implemented by any government department would be received during the programme for appropriate action. For farmers there are schemes like ‘Krishak Bandhu’ which is divided into two halves – guaranteed income and death coverage. There is also ‘hundred days work’ for villagers but temporary.
In short the project will meet the basic needs of the people and is capable enough to help the ruling TMC party to secure their rule in the state.
